I think we all figured this day would come. Before it evolves in to the Wild West out there, some policies need to be agreed on before people get out there and trash the place. The potential for understanding our relationship with the moon is at stake as well as what could potentially occur to destroy other research.
Humans aren't very careful about their camping grounds or their mining facilities. What will they do to the moon?
As of today, there are no rules.
