That's usually where the convergence zone forms, the Snohomish/king county line often gets the convergence zone too as it drops south. The convergence zone happens when air flows around the Olympics and converges over the sound. -

HRRR having a temp problem, but does show precip reaching all of the central sound by noon thursday, which is similar to the EURO's timing. -
