Top of atmosphere. And it’s not due to IR absorption, it’s due to diffusion. Because H2O emits IR more readily than other gases, and can therefore emit after collisions with N2/O2 molecules that are in an excited state. O2/O3 absorb UV+higher freq radiation and are plentiful in the stratosphere. I recall there was a tornado somewhere in NW OR/SW WA on that day, but I don't remember exactly when. That thunderstorm was amazing, and I hope we see some good ones this year. Assuming this year continues to follow 2011, that year dried out considerably in June, and then a very cool / dryish July, and a warm / very dry August. 1955 also had a very dry August, but that month was very cool. EL's are super dichotic, either 500mb or 275mb, depending on how optimistic you are about the sfc parcel. Nine times out of ten things are wayyyy too cloudy aloft or dry at the surface to support any sort of buoyant parcels. But the NAM shows dry air aloft, and there is excessive soil moisture (my grass is still as green as ever!) So who knows. Could be some interesting cloud formations tomorrow regardless. Potential is higher than usual, I'd say. Also interesting to note how despite being in the "warm core" of the general circulation, with SW'lies and building heights, high temps will still barely sniff normal.
