Need to know how some basic hurricane wind speed information is determined.

I am trying to find out how some basic hurricane wind speed information is determined.  The first item is the 3-second gust, 1-second gust and maximum sustained wind.  What data is collected and how is it processed to obtain these values.  For example, do they take 1 reading per second, or 5 readings etc.  Once the data is gathered, how is it processed.  For example, is it an average, maximum recorded, minimum recorded etc.

The 2nd item is when the hurricane is stated as being 150 mph, where in the plan view of the hurricane is this magnitude occurring?  Is it at the outer edge of the eye, outer perimeter of entire hurricane, at the midpoint of those 2 or some other location?
