Here's some info from the USGS on magnitude needed for a tsunami. https://www.usgs.gov/faqs/what-it-about-earthquake-causes-a-tsunami?qt-news_science_products=0#qt-news_science_products I think there can be other factors, such as the depth of the quake, the displacement of the Earth's crust as a result of the quake, underwater landslides, etc. Here's a story on one that was triggered by a landslide (which was triggered by an earthquake.) https://www.wired.com/2009/07/dayintech-0709/ Volcanoes can also trigger tsunamis. I seem to remember that the east coast actually has a risk of tsunami thanks to a volcano in the Canary Islands, its happened at least 4-5 times in the past.
