I wonder what's causing it. Upper level ridging. The sun angles and shorter days do play a role. We would be seeing highs in the low 90s with this airmass a month and a half ago. HIO also gets less rain than PDX in NW flow because of the coast range, but I think they get slightly more in SW flow.
