After day 10 troughing returns according to the EPS. Not arctic necessarily, but the CPC does have below normal temps with above normal precip for the week 2 time frame. And it does have normal to above normal temps for the 6-10 day range. I think the 500mb heights maps are more useful than the 850 temp maps.
