Vancouver island is very similar especially the south. We don’t have the higher elevation mountains that a lot of the rest of the PNW has. So we don’t have that higher elevation snowpack melt to draw on later towards summer.

For my area it is lack of snow pack. Rivers are low already. Rain in May/June is going to do nothing to avoid restrictions.

Yes we have diverged from 2015 at the moment. I think water restrictions are always due to what has come before.
