At Seattle's latitude summer solstice sun angle is ~66°.
sin(66°) = 0.913 = 91.3%
Seattle's summer sunlight is 91.3% as powerful as 90° sun somewhere in the tropic of cancer and identical to the equator.
The real difference in sun brightness is in winter, summer sun is barely different from 0 to 55°N.
If I'm at the tropics I'm staying near the water only. If I go inland, obviously its even worse than here. If I'm in the PNW, I want to enjoy time in my yard or hiking or at the park. But nope the sun is too much. The best escape is the Puget Sound honestly. That's where I try to spend my time. Tacoma and Seattle waterfronts are nice!
