I live in Qatar.
People here do find sub-20°C highs unpleasantly cold. I think it has to do with our winter cold snaps being very windy. But even sub-20°C calm days don't get much appreciation. Cold is only liked in the context of camping, nothing else. It's very weird to see European tourists with shorts and t-shirts in January, while we are fully bundled up.
The average person here likes a ~22°C mean temp year-round. Personally I like 25-27°C mean temps year-round. The average person here might find a 32/24°C high/low in Southeast Asia too warm, but that's because of humidity. They find the same weather when it's dry pleasant.
I absolutely loathe our summers where night temps remain very hot near the sea (daytime is a lost cause anyways), but I have a similar equal hate for sub-50°F temps. Even sub-60°F temps require a great load of clothing, unless I'm running for a long distance.
I read a book where an American couple spent two years living in Kiribati in the equatorial Pacific, on Tarawa atoll (90 miles north of the equator). There's an anecdote in the book about one of the locals visiting Honolulu and finding it unpleasantly chilly.
