I live in Qatar.
People here do find sub-20°C highs unpleasantly cold. I think it has to do with our winter cold snaps being very windy. But even sub-20°C calm days don't get much appreciation. Cold is only liked in the context of camping, nothing else. It's very weird to see European tourists with shorts and t-shirts in January, while we are fully bundled up.
The average person here likes a ~22°C mean temp year-round. Personally I like 25-27°C mean temps year-round. The average person here might find a 32/24°C high/low in Southeast Asia too warm, but that's because of humidity. They find the same weather when it's dry pleasant.
I absolutely loathe our summers where night temps remain very hot near the sea (daytime is a lost cause anyways), but I have a similar equal hate for sub-50°F temps. Even sub-60°F temps require a great load of clothing, unless I'm running for a long distance.
