Not luck. Let me try to simply this: Niña/+QBO = better for PNW than Niña/-QBO (same usually true of neutral ENSO except in a few particular setups). Niño/+QBO = worse for the PNW than Niño/-QBO All of the years you reference were neutral or Niña/+QBO except for 2018/19 which was saved by a major SSWE that perturbed the tropical forcing (and barely a niño). Had that not happened it would have gone the route of 2002/03.
