I know you mentioned it in this post, but I do think better infrastructure has a lot to do with this decline. Additionally, some of the violent tornado surveying by the NWS in the last decade has been under scrutiny. El Reno 2013's EF3 is a good example of that.

Decent temp underperformance today. Only just touching 70F at KSEA for the 3pm update. GFS had us hitting 80F, CMC and Euro above 75F.
On another note, comparing early July this year to July 2019, that month only bottomed out at 55F through its entirety. A week into July this year and we've already had four lows colder than that mark, including this morning's 53F.
