Yes Aleutian low/+WPO enhances wave driving in such a way to trigger a wavenumber-1 response from the PV. One piece of the puzzle, but an important one nonetheless.
Should that pattern occur, it will force the PV into Eurasia where it is more vulnerable to wave attacks that’d trigger a wave-2 response (split). That’s a long way off, though. At least 6 weeks, probably longer.
Libby is awesome, plenty of recreational options for a country boy like you, the whole valley from the Kootenai River and up Libby creek is unbelievable scenic with views of the cabinet mountains and beautiful fields and forests. They probably get less snow than you'd expect, if you're considering a move around there I'd recommend you live a little uphill to the West/Southwest of White Haven which a 10-15 minute drive from libby, plenty of properties in that area that are probably somewhat alike to your current property, except for the fact it's in Montana, and as a bonus that extra few hundred feet will go a long ways with snow and precip. Probably would have quite the commute for work, more than you already do, but you probably already know that if you're asking this question.
