I'd tend to agree with that, although the new CPC seasonal outlook for JJA has a bit of a warm lean down there.
I'm really not sure which side of the anomaly we're going to end up on in my neck of the woods this summer. But I'd be surprised by anything deviating too far above or below average. Just kind of feels like a ho-hum type of summer on the way imo... not too far below or above average in the means, but we'll see.
I think that overall the summer will indeed average near to maybe a little below normal for temperatures with near to somewhat above normal precipitation favored for a lot of the southern Plains. By no means does this look like a hot summer compared to average.
