Not an expert, but I'd say it's too early to tell whether this Niño is "acting accordingly" since it's only just now beginning to form, and ENSO effects on weather patterns don't happen directly or immediately.
As for following normal guidelines, this Niño is in uncharted territory, so by definition there are no analogs on which to base any expectations. The resultant weather patterns may be like an ordinary Niño, only more so. Or they may be completely different. Who can say at this point?
