If by VUO you mean the Vancouver 4NNE station, it doesn't really have a clean POR and I don't understand why the NCDC categorizes the records there as if from one station. It really should be split between the 1895-1966 POR and then a separate POR for the current location, which is 4-5 miles away in a very different microclimate.
Anyways, I agree with both Pretzel's point that the KGW station runs sketchy cold a lot of the time and your point that PDX has obviously seen a disproportionate amount of land use change relative to its own POR, and thus sets warmth records more easily than a vast majority of stations.
