Mostly good, every winter had at least one arctic airmass and snowstorm. 1926-27: Two big arctic blasts in mid December and late January. Quite snowy for Portland, mostly dry blasts elsewhere. 1958-59: Regional arctic airmass in early January with overrunning snowstorm with some more snow in mid February. 1983-84: Frigid December but mostly dry for Western WA, Christmas snowstorm in Western OR. 1992-93: Snowy/cold on and off throughout across the whole region. 2003-04: Great regional stretch from late December through the first week of January.

ORD is still running a little above average snowfall to date, but the relatively snowless February so far has allowed the surplus to get whittled down from what it was. Meteorological winter is running behind on snowfall at ORD though. Going to need at least 7.7" by months end for the meteorological winter months to end up at or above average snowfall.
