I’ve never heard of a wind advisory being issued for 40mph gusts. Though I guess it’s atypical to see strong winds during the warm season up there.
Out here the NWS uses wind advisories for events that have potential to meet high wind warning criteria but with lower confidence, usually they’re issued for gusts to 55mph.
45-50mph stuff is usually addressed with special weather statements. Only exception is the first wind event of the autumn, when there’s more weak wood in the tree canopy.
