Feb has always been streaky.  The 1884 through 1899 period was incredible and then again 1923 through 1936.

When I mentioned Feb being streaky, I failed to mention 1948 - 1957 and 1985 - 1993 as well.  Outside of these year ranges and the ones I mentioned earlier cold Febs were very scattered in the past.

The January thing is something different.
