I don't know... the sun is pretty high overhead here in the summer. Its the winter sun angles that can brutal to the eyes particularly when driving. 60 degrees and sun here feels miserable? I can't say I have ever experienced that or heard anyone ever say that. If you flew someone here from Hawaii on a 60-degree sunny day I don't think miserably hot would be their complaint. Maybe miserably cold.

About the sun angles, the low sun angles makes hats less effective and more directly strike your face/neck rather than the top of your head. And the sun just burns, and there is zero cloud cover or tropical-like haze/mist to stop it. Even 60 degrees and sun feels miserable here without even a little breeze. Can't say the same when I visited coastal Mexico or Hawaii. 80 degrees was pleasant along the coast with a nice breeze.... except when you head inland it is utter misery. The East coast on the other hand is just horrible. I'd hate to live summer there every year.
