You don't need a full reversal, you just need a reversal relative to the ridge. The real key though is the position of the inversion -- it has to drop to right above crest level which happens around 7 PM. Everything prior to that is going to be pretty meh. We get downslope mountain waves all of the time, they just never amplify enough to reach the surface. Which is where a 940 hPa low helps out.
