I think it's a combination of bad luck and unfairly comparing our current weather to a specially lucrative climate state in the 1950s/60s. But in a warming world it also stands true that deep Arctic air pools will have a harder time penetrating south enough to latch onto the jet stream and phase properly with upper level troughs diving out of the north. Not that partial blasts or blasts that needed a second pivot of the blocking high in order to get Arctic air into the westside *didn't* happen in the glory days of the LIA. But we do need a little more prepwork now than in January 1950 to get Arctic air out west. Being in a transitional climate zone with lots of blocking terrain makes this difference much more noticeable.
