It's possible that not everyone in the area had the same amounts from event to event. I remember there being wildly varying depths over by my area in 2008. Within just a few miles there was a range of depths from 8" to like 15" I think. I had a lot of melting while others did not. In both 2008 and 2004 I personally had pretty much the same exact ground depths (give or take an inch) but I know this was not the case for almost everyone else's experience. Most people besides us don't talk much about weather events from 15 years ago. My wife lived in Eugene during 2003-04. She mentions it. That was a really good stretch in the Salem area too, but Eugene did get some decent snow.
