Except the Nationalist and then Communist revolutions in China succeeded.
(I am defining “success” here in the narrow, political sense: if a revolution overthrows the existing regime and replaces it with a new one, it has succeeded.)
I think what Andie is trying to say is that so China doesn't send out assassins to take out some of the people they view as an enemy to their government
Sure, for the most part they want to escape/mitigate poverty, authoritarianism, and the growing disruptions caused by climate change. And if they are stopped and identified, their escape will be foiled. So they attempt to evade those attempting to stop and identify them. Simple as that.
