The GFS has consistently showed cold after the 20th. Infact 6 of its last 7 runs.

my sample size is my 8 winters here (including this winter) and the last 2 have been the worse.

Not sure it's fair to call 23-24 a dud over there. Spokane got 32", which while below normal is a lot better than 2014-15, 2009-10, 2002-3, etc. And 24-25 was only slightly less snowy than 23-24. 2016-23 averaged well above the long term mean there.
