I was about to post this exact same thing....only folks with umbrellas are folks who aren't from here. I'm technically not from here, but I have lived most of my life in the PNW. One of the first things we picked up on when we moved out here was the lack of umbrellas, and the fact that even when it was raining, it did not impact people getting out and doing things/having fun. That said, in the southeast, its not too hard to get some intense rainfall with big fat drops that will soak you to the bone within a minute or 2. That doesn't really happen out here very often. It happened one year in high school right as we got to the bus stop. It absolutely started dumping, and I was of course too cool to have an umbrella. Luckily a senior happened by right as it was starting up, and took pity on us,. By the time 6 of us underclass clowns piled into his Jeep CJ7, we were all completely soaked. When I'm in the willamette Valley on a rainy day, basically nobody uses an umbrella, and if someone is using an umbrella they are so rare, that they stand out. But if you go to like Florida or new york on a rainy day, umbrellas are such a common thing to see.
