Certainly possible, but it's a narrow band, we need a lot of things to go right. The 3K NAM shows a complete bust, though it's probably a bit too aggressive in scouring the cold air. I’m reasonably sure Bellingham has seen single digits in the past decade, and it’s unlikely to get that cold in this event. The real top-tier cold snap is limiting itself to the BC interior.I was in Bellingham in December 2008, and we got down to 4. Not in the city, but a few miles East. When I lived down there I always felt like PDX out performed Seattle. I could be wrong but just felt that way. It's hard to beat an overrunning event in PDX when the gorge is cold and a low tracks to our south. High potential stuff. PDX is fairly useless at anything else though.
