Tons of snow in the Trinity Alps and Sierras. Cascades don't do too bad either. It comes down to road maintenance. Actually there is: apply grit and/or deicer. My first Seattle winter, I was shocked at how little the streets got treated when it snowed. Last winter was my first in Whatcom County, and I was impressed at how much more grit and deicer they spread here. It makes a huge difference. (Still not as good as the Midwest or the Rockies, but at least our arterial streets get treated. If you can make it to the nearest arterial, you have it made.) Of course, we tend to get more lowland snow events up this way, which makes the greater investment in equipment and materials stockpiling easier to justify.
